Urchin Barrens and the Case for Targeted Removal: What the Evidence Shows

In the absence of sufficient otter predation, manual urchin removal has shown measurable results in kelp recovery. The evidence is promising. The scale required is sobering.

A sea urchin in a functioning kelp forest is a grazer in a system with sufficient predation pressure to keep it in check. A sea urchin in a barren is something different: a survivor in a degraded system, capable of persisting in a dormant, low-metabolism state for years, waiting for conditions to change. The difference between these two states is not the urchin. It is the system around it.

The collapse of kelp forests along the Northern California coast — driven by a combination of sea star wasting disease, which eliminated the sunflower sea star (Pycnopodia helianthoides), and marine heat waves that stressed kelp directly — created conditions in which urchin populations exploded without the predation control that sea stars had provided. Otters, which could theoretically fill part of this role, are absent from most of the Northern California coast.

In this context, manual urchin removal — physically harvesting urchins from barrens to reduce grazing pressure and allow kelp recruitment — has been tested at multiple sites. The results are encouraging within the limits of the evidence.

Studies conducted at sites in Mendocino County and Sonoma County found that targeted removal of urchins from defined areas produced measurable kelp recruitment within one to two growing seasons. The effect was not universal — some cleared areas did not recruit kelp, likely due to water temperature or spore availability constraints — but the majority of cleared sites showed positive response.

The challenge is scale. The urchin barrens along the Northern California coast extend for hundreds of miles. The removal efforts that have shown results cover areas measured in acres. The gap between demonstrated effectiveness at small scale and the scale of the problem is not a gap that volunteer removal programs or commercial urchin harvesting — which is constrained by market demand for urchin roe — can close without significant investment.

I want to be clear about what the evidence shows and what it does not. It shows that removing urchins from a barren can create conditions in which kelp can recruit. It does not show that kelp will persist once recruited, in the absence of ongoing management, if the conditions that created the barren — elevated water temperatures, absence of sea star predation, absence of otter predation — remain unchanged.

Targeted removal is a tool. It is not a solution. The solution requires addressing the conditions that created the barrens: restoring predation pressure through otter range expansion and sea star recovery, reducing the thermal stress that weakens kelp, and maintaining the water quality that kelp requires. Removal buys time and creates opportunity. What happens with that opportunity depends on what else changes.
